RUNWAY INCURSIONS: A MAJOR CONCERN
Runway Incursions, defined as “the unintended presence of an aircraft, vehicle, or person on the runway or runway strip”, has been identified as one of the major risk-factors in the aviation transport system. Among others, ICAO, FAA, and Eurocontrol are actively working at reducing this world-wide problem whose number of occurrences may well increase with the traffic.
Although the vast majority of the cases are reported as "minor", (i.e. loss of required separation with an aircraft taking off or landing but with little chance of collision), the number of Runway Incursions is appalling and the FAA Office of Runway Safety has reported an average of 6 incursions per one million operations. Sadly, there have also been a number of tragic accidents in the recent years with significant loss of lives.
One of the installations required for prevention of runway incursions is the Runway Guard Lights (RGL), also referred to as "Wig-Wag". These should under certain conditions be installed on every taxiway connected to the runway as the last resort to remind a flight crew that they must have a clearance to continue before entering an active runway.
